Çıldır is a district of Ardahan Province and the seat of that district. The district covers 988 km².
In the Early Middle Ages, the lands of present-day Çıldır district lay within the borders of the Kingdom of Georgia. While Çıldır lands were within the Georgian kingdom, they came under the control of the Great Seljuks after the Battle of Manzikert in 1071. In the mid-16th century, the Ottomans took the Çıldır region from the Samtskhe Atabeylik. Çıldır remained under Ottoman rule for a long time before falling to the Russians in the 1877-1878 Russo-Turkish War (93 Harbi).
The Çıldır region contains important historic structures from the Middle Ages. The legendary castle known as Kacistsihe, in Yıldırımtepe village, has survived largely intact.
Çıldır is one of the oldest Turkish settlement centres. When Ardahan became a province in 1992, Çıldır district was attached to it.
King Sardur II of Urartu (r. 753-735 BC), who ruled from the old Van (Tuşpa), describes in an inscription carved on the rock at Taşköprü village, south-west of Lake Çıldır, the conquest of these lands. He describes taking Çıldır-Ardahan and its surroundings from the Ukhiemani principality. According to these inscriptions, the Kingdom of Iganiehi ruled around Lake Çıldır, and its city of Makaltun stood there.
